They don't sign the contract

I arrange the contracts with the players who have 1 year left the same as I always do, but there are some players who did not accept the contract the next day and continue with their 1 year contract,
why could this be happening?
Any Idea?

When did you send them an offer? If it was during the draft there will be no sim until late FA.
